‘No postal charge for Uttarakhand relief items’

ITANAGAR, Jul 12: The Director Postal Service Itanagar today announced that no postal service fees will be charged for  relief materials such as clothes, blanket, medicines  etc  if any one wishes to send it by postal service to contribute the victims of Uttarakhand floods.

In a release it said that the packet should be marked on the top as “relief material for Uttrakhand” addressed to the senior postmaster, Dehradun GPO. However the department further made it clear that the packet should not be weighing up more than 35 kilogram.

 

National Trade Fair in Tirap begins

ITANAGAR, Jul 12: The first ever National Trade Fair in Tirap district organized by Nocte Students’ Union (NSU) began at Nehru Stadium yesterday.  

The two-week-long fair witnessed huge participation of public from the very first day.  

Traders and businessmen from various states have put up stalls under one roof enabling access to their products to the locals at their door step.

The fair was inaugurated by was inaugurated by NSU president Hinwang Lowang.

NSU thanked the Deputy Commissioner and the Superintendent of Police of the district for their support in organizing the fair as well as providing security and fire brigade services.

 

ANYA CCU threatens 24-hour capital bandh

ITANAGAR, Jul 12: Reiterating its charter of demands, All Nyishi Youth Association (ANYA), Capital Complex Unit (CCU) has threatened to launch the second phase of protest in the form of 24-hour Capital Complex bandh.

The Association called 12-hour Capital Complex bandh yesterday to register its protest against non-fulfillment of its demands despite repeated pleas. The associations charter of demands included, eviction drive against all government land encroachers, continuation of eviction drive along NH52A, shifting of Hume Pipe Factory from present location near Barapani Govt Middle School and Hanuman Mandir, Ganga to suitable places.

 

Tourism dept. introduces biometric attendance system

ITANAGAR, Jul 12: Director, Tourism Taru Talo formally made functional the biometric system of attendance in the conference hall of the directorate today.

Later, in a staff coordination meeting, director Talo informed the gathering the state government is emphasizing on work culture and introduction of biometric system is a part of it to streamline and develop work culture among the staffs. He further urged upon the staffs to follow the system religiously.

 

SDP on tailoring ends

ITANAGAR, Jul 12: The NABARD sponsored skill development program on tailoring for 84 days and broom making/cultivation (for 30 days) organized by Community Learning and Doing Center (CLDC), a Palin based NGO, for unemployed youth concluded at Palin yesterday.

Attending the valedictory function, Palin Anchal Chairperson Kyoda Rana appreciated the CLDC‘s efforts for conducting such an important program for rural unemployed youth for their self- employment. He assured his all possible help to the just trained unemployed youths to start their self employment venture.

The program was sponsored and supported by NABARD, regional office, Itanagar.

Fifty unemployed youth and school dropouts attended the training.

ASMs Tassar Ponam, Takam Azad, Dollong Ada, Takum Tagung also attended the valedictory function.

 

ASSU alleges collection of hefty fees from students

ITANAGAR, Jul 12: All Sajolang (Miji) Students’ Union (ASSU) has alleged collection of hefty amounts from students as admission fees in Govt. Higher Secondary School, Nafra and Bomdila.

Authorities of both the schools have collected hefty fees from students by not complying with government norms, the ASSU memorandum submitted to the Director of School Education (DSE), claimed. It appealed to the DSE to look into matter seriously.

The memorandum also urged the DSE to post sufficient senior teachers at Nafra and Bomdila Govt Hr. Sec. Schools and provide adequate bench-desk at Khillong Middle School. According to the memorandum, Nafra GHSS has been functioning without senior teachers since it was upgraded to higher secondary level. It opposed transfer of teachers from Sajolang (Miji) dominated areas.

 

Effort on to help hapless children

ITANAGAR, Jul 12: In a bid to create awareness among the masses about its services and also to make its presence noticeable to everyone particularly children in need of medical assistance, care and protection, ‘CHILDLINE’, an Itanagar based NGO engaged in 'child care and protection' here put up its hoardings in the premises of Ramakrishna Mission Hospital Complex, Itanagar and newly established Women Police Station, Itanagar.

Coordinator of ‘Childline’ Charit Mongcham expressed her gratitude on behalf of Childline team to the members of RK Mission Hospital and Women Police Station, Itanagar for their cooperation and compassion towards the cause.

 

Training for adolescent girls

ITANAGAR, Jul 12: Altogether 75 adolescent girls from different Anganwadi centres and 53 Anganwadi workers participated in a day-long training of Sakhi & Sahelis by ICDS project, Kimin on July 8 and 9 last.

Organized under the aegis of Rajiv Gandhi Scheme for Empowerment of Adolescent Girls, Kishori Diwas was also observed on the occasion.

As part of the training programme, exposure visits and flower making events were organized. The girls were taken to community health centres and Police Station Kimin where they learnt about the technical know-how. Various games and sports competition was also organized.

In order to motivate field level functionaries, two Anganwadi workers were awarded for their dedication and sincerity in implementation of schemes.

 

ALSSU organizes anti-drug abuse awareness campaign

ITANAGAR, Jul 12: All Lower Subansiri Students’ Union (ALSSU) in collaboration Sarva Shiksha Abhiyan (SSA), District Mission organized an anti-drug abuse awareness campaign at Government Hr. Sec. School, Hapoli today.

Deputy Director of School Education Yumlam Tana advised the students not to indulge in bad habits and always keep themselves away from drugs and alcohol.

Dr. Tajang Michi explained the harmful effects of drugs on human body, family and society.

RS Bisht, Lecturer, DIET, Bei Tali, Coordinator, SSA District Mission, Hong Loder, Headmaster, Govt Hr. Sec. School Hapoli and teachers and students from various schools of Ziro attended the programme.

Awareness camp and community training held

Khonsa, Jul 12: The SSA District Unit, Tirap has started Siksha Ka Haq Abhiyan Awareness Campaign and 3- day Residential and Non-Residential Training for SMC/PRI members block levels.

The main objective of the programme is to mobilize the community leaders like SMC/PRI and Stake holders and to acquaint them with the basic aims and objectives of the SSA/RTE.

APPDHWA calls for proper medical care in Habia-Tapiaso Anchal segment

ITANAGAR, Jul 12: The All Papum Pare District Handicapped Welfare Association (APPDHWA) has asked for deputing doctors and para medical staffs along with sufficient medicines in Habia-Tapiaso Panchayat Anchal Samity segment.

In a letter written to Papum Pare DMO, it said, public are suffering from epidemic like situation due to monsoon and all the health centres, crowded with ailing patients, are unable to treat them due to scarcity of man power and inadequate health facilities.

 

Arun Dairy milk in new poly pack

ITANAGAR, Jul 12: Double toned Arun Dairy milk will be available in the market in new poly-film pack of 556 ml at Rs 20 from July 15.

While informing this, Intensive Dairy Development Programme (IDDP) Managing Director Dr. Migo Riba, in a release, said that the new sachet of Arun Dairy milk has been priced at Rs.20 per 556 ml to remove coin change problem. The approved rate of a liter of milk is Rs. 36, it informed.

Arun Dairy milk is marketed by the Arunachal Pradesh Cooperative Milk Producers' Union Limited, a registered cooperative union, by collecting raw milk from the dairy farmers of Dairy Cooperative Societies formed in Ramghat-Tarasso, Doimukh- Nirjuli and Pasighat area to make the processed hygienic milk available to the consumers of the Capital Complex region.

The raw milk is processed at Dairy Plant, Karsingsa and packed as double toned standard milk. The milk packets are marketed through various retailers at Nirjuli, Doimukh, Naharlagun and Itanagar.  

The management is striving hard to make uninterrupted supply of Arun Dairy milk to its consumers in capital complex region.

 

 

BJYM extends helping hand to Uttarakhand disaster victims

ITANAGAR, Jul 12: In a bid to express its solidarity to the flood victims of Uttarakhand, the Bharatiya Janata Party Yuva Morcha, Arunachal Pradesh today launched public voluntary contributions campaign at various locations namely NERIST gate Nirjuli, Daily Market and Barapani, Naharlagun, Bank Tinali and Ganga Market, Itanagar. The week-long citizens’ contribution drives which is part of humanitarian aid programme in aid of Uttarakhand tragedy. The Yuva Morcha members were deputed in five groups with donation boxes to reach out the common people so that everyone could contribute towards the cause.

The State BJP President Tai Tagak, former MP Kiren Rijiju, National Council Member, Wangman Lowangcha and State General Secretary (orgn), B.R. Wage and State BJYM President, Dug Saha  also visited the locations and contributed in the boxes at different locations.

Lauding the State Yuva Morcha for its noble initiation towards humanitarian services, State President Tai Tagak appealed to the people to come forward and participate for the noble cause.

 

Yes Bank willing to help DPM School for the Hearing and Visually Impaired

ITANAGAR, Jul 12: Yes Bank staff, Itanagar, including its branch manager visited Donyi Polo Mission School for the Hearing & Visually Impaired, Chimpu, Itanagar today and were overwhelmed by the academic achievement of the students and the educational and rehabilitation strategies adopted by the school for all round development.

The Yes Bank BM Ganesh Chetry, while informing provisions under the Bank’s Social Responsibility Sector scheme to assist such philanthropic organization, suggested the Principal of the school to submit a proposal mentioning the names of the items required by the school for its smooth functioning.

The Yes Bank distributed painting materials, pens and sweets, to students and assured all possible help in near future.

Tongam selected for Media Foundation Prize

ITANAGAR, Jul 12: Senior journalist of Arunachal Pradesh Tongam Rina has been selected for the prestigious  - “Prize for the Freedom and Future of the Media - 2013”  instituted by Media Foundation, Leipzig, Germany.

Earlier,  Tongam Rina, Associate Editor of the  daily  was honoured with the Laadli Media Award 2011-12 for Gender Sensitivity in November last year at Kolkata.

Besides Tongam,  German journalists Jörg Armbruster, correspondent of the German broadcast station ARD for the Near and Middle East until 2012, Martin Durm, radio reporter of the German broadcast station SWR and Brigitte Alfter and Ides Debruyne from Denmark and Belgium have been chosen for this prestigious award.

Brigitte Alfter and Ides Debruyne are  the initiators of the ‘European Fund for Investigative Journalism’.

Instituted in 2001, the award carries prize of 30.000 Euros. The award will personally be presented to the laureates on October 8, 2013 in Leipzig.

The Media Foundation awards the Prize to the winner of the “Freedom and Future of the Media” to journalists, publishers and institutions, who show a strong personal commitment to the freedom and future of the media, informed Stephan Seeger, managing director of the Media Foundation.

The prize is also intended to keep alive the memory of the Peaceful Revolution of October 9, 1989 in Leipzig, when protesters demanded “a free press for a free country,” he added.

Tongam Rina was critically injured in an assassination attempt on July 15 last year. It is believed that the attempted murder was connected to her journalistic work.

As an Associate Editor, she reports about corruptions within local authorities in connection with distribution of food, the questionable construction of dams, environmental scandals and the situation of Indian women.

Currently, Tongam is a guest of the “Hamburger Stiftung für politisch Verfolgte” (Hamburg Foundation for Politically Persecuted People).  Her steadfastness nature made her role model for young journalists in Arunachal Pradesh as well as India.

 

 

Media fraternity welcomes filing of chargesheet, hopes for fair trial

ITANAGAR, Jul 12: The members of Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalist (APUWJ) in a meeting at APC building here today reviewed Tongam Rina shooting case in view of recent development. The two organizations, who have been spearheading the fight to seek justice for Tongam, welcomed the news of police filing chargesheet against three alleged accused.

Reacting cautiously to the latest development, the two organizations thanked capital police, particularly SPs Surender Kumar, Nabam Gungte and investigation team led by Sub- Inspector Inya Ete for putting honest effort to crack the case. The APC and APUWJ also acknowledged the tremendous support extended by people of Arunachal and stated that without their support press fraternities alone could have never been able to fight so long.

“We had received support from every nook and corner of the world. People of Arunachal irrespective of tribe, religion and region have fought together seeking justice for Tongam. We thank them from bottom of our heart,” stated APC and APUWJ. However, the organization duo warned that till the alleged accused are proven guilty by the court they will not consider the view that Tongam Rina case is closed.

“It is too early to conclude and still we have long way to go. Until and unless accused are proven guilty at court this case will not end. We hope free and fair trial will be conducted so that Tongam gets justice in true sense,” the organization duo said.

 

 

Ensure regular power supply to people: DC

PASIGHAT, Jul 12: On her first day in the office today, the East Siang Deputy Commissioner Nidhi Srivastava convened an emergency meeting with the Pasighat Municipal councillors, PPWC representatives and engineers of power department to take stock of power generation and its distribution and maintenance to ensure uninterrupted supply to the consumers.  

Power shortage hinders developments, stated the DC. “In my considered opinion, electricity is the basic need of every human being in the present-day circumstances and I can’t imagine a day without electricity. Many of us might survive on generators or invertors etc for a while but what will you do when all the backup power is used up ?” she questioned. The uses are in plenty and hence our life depends a lot on electricity and there will be totally unwelcome situation for everyone. She admitted that the demand of regular supply to people is very genuine and that should be redressed and she will leave no stone unturned to solve the issue.

The SE Rokom Bado and EE T Jamoh of Pasighat Power department elaborately explained how they are facing lot of financial and other technical problems due to wants of funds and how disruptions occur in between Aalo and Pasighat especially during monsoon. However, giving a sign of relief to the people the engineers informed that supply from Assam via Jonai-Ruksin is under way and Assam portion will be completed within the stipulated time i.e. 15th July next.

Early this morning the Deputy Commissioner also held a interactive meeting with the officers and staffs of DC’s establishment and emphasized for inculcating transparency and efficiency in the work culture and speedy redressal of the grievances besides ensuring quality developmental works in their respective branches. She advised to be disciplined, sincere and punctual in delivering prompt services to the people.

 

 

Accused reacts to police statement

ITANAGAR, Jul 12: Achung Yumlam, one of the accused in Tongam Rina shooting case, has vehemently denied his involvement in the infamous attempt to murder case.

Reacting to the press release issued by Capital SP accusing Yumlam as the mastermind of the shooting incident, which was published in media on July 11, Achung Yumlam, in a release, today said that he was never involved in Tongam Rina shooting case.  

“I feel like concern authority of state is chasing me and humiliating me in public for second consecutive time in this matter, by lightly taking my name and making public show of me in every local daily. In the sands of time, everything will be washed away but the wound I got these days will never heal,”   the release said.

Yumlam further said “Time and again I am stating here that, I have never been involved in the Tongam Rina shooting case nor I am conspirator or master mind behind it, neither I know all the three accused persons. If I am accused for all this very perplexed excuse reasons, then I have no option, except resorting myself to Amnesty International for my mental and physical integrity, for freedom of my conscience and expression as well for my indigenous rights.” He further believes that all the officers, youths, elders, media persons, leaders and ministers can’t be easily manipulated, only some section of society is creating havoc for their self-propaganda. “I am dismayed, exhausted and hurt seeing those humiliating news items in your daily. Therefore, I earnestly appeal to everyone out there, those who are like minded, please don’t heed to false allegation that are labeled against me,’ the release said.

 

 

 

Dambuk people plead for solution to communication woes

ROING, Jul 12: Come monsoon and Dambuk block in Lower Dibang Valley faces problems galore. The entire block gets cut off from the rest of the world during monsoon season and its two way link to the outside world – Dibang Ghat and Sissiri Ghat is hard to cross.

This problem has persisted ever year, and all effort to minimize the hardship of local commuters has proved as only minor relief.

The Dambuk plain is a land drained by numerous rivers and streams with river crossing at every 5 km. The major rivers that flow in this narrow strip of 20 km length of land are Sissiri, Dibang and Sirang.

However, locals here have not stopped making efforts and are persistent in finding solutions. In its first meeting of Dambuk Anchal Samity, after being elected last May discussed extensively on communication woes of the block.

The meeting held under chairmanship of Tokbom Saring, Anchal Chairperson, Dambuk Anchal demanded for enabling ferry crossing in Dibang and Sissiri ghat.

It held that such ferry crossing should be free without levying charges on passengers. Therefore, it appealed NHPC Ltd and Navayug Engineering for redressal by engaging skilled boat operator to operate in Dibang ghat.

The block headquarter Dambuk is located 45 km away from the district headquarters Roing. It has additional one circle headquarter at Paglam at distance of 105 km from Roing.

To reach Dambuk, a person has to cross Dibang river on a private ferry, which the local panchayat feel has huge toll on local economy. The situation becomes all difficult for poor people who are unable to bear the fare charges wanting to travel to Roing for medical and official purposes.

The alternate route for Dambuk people is way to Pasighat. This route has to cross Sissiri river. Earlier, under initiative from former Dambuk MLA, this river crossing was enabled through Elephant ride free of cost. But this transport mode has to be closed down because of shortage of funds.

In a memorandum submitted to Mukut Mithi, Rajya Sabha MP, the Dambuk Anchal Samity appealed for allotting funds to restart free ride for passengers in Sissiri ghat. Additional funds were also requested for Sissiri river crossing between Bomjir and Bijari to enable free ride.

The funds were also sought from MPLAD for repair of outdated log bridges for PWD road between Bijari to Loklung and for construction of embankment for Sirang river for protection Dambuk township.

 

 

World Population Day

ITANAGAR, Jul 12: Stressing on the importance of small family norms for the welfare of the family and society, Health and Family Welfare Secretary Indra Mallo Jain has exhorted each and everyone to contribute to control of population.

Highlighting the consequence of population growth after flagging of a rally organized by National Rural Health Mission here today to mark the world population day, the Health Secretary informed that India is all set to become world’s most populous nation after few years overtaking China. She urged the school children to pay special attention to it and spread the message of population control.

The rally was taken out from Akashdeep Market to Vivekananda Hall of RK Mission. Braving heavy rain, children from Sangey Laden Sports Academy, Donyi-Polo Vidya Bhawan, Govt. Higher Secondary School, Itanagar, Hornbill English School and Eleazar English School joined the rally holding placards, banners reading “Hum do-hamare do, Chhota Parivar, Sukhi Parivar” etc.

Dr. M Jini, Chief Medical Superintendent, Arunachal State Hospital, Habung Lampung, Additional Mission Director NRHM, Dr. Dani Duri, Project Director, APSACS, Dr. Taba Khanna, State Programme officer, NPCB, Dr. Dimong Padung, Nodal Officer, NRHM, senior officers and staff of the Mission Directorate, NRHM attended the programme.

A skit on “Chhota Parivar- Sukhi Parivar” was presented by the children of Hornbill English School, Itanagar. The skit showed the difficulty faced by a family with many children with other correlating problems of the society as well.

 

 

Free health camp

SEPPA, Jul 12: An awareness cum free health camp coincided with the World Population Day was organised by PHC Pakoti at Mebuwa village East Kameng yesterday.

200 patients were treated out of which 79 were child cases suffering from common cold (Viral fever) diarrhoea, respiratory infection, malaria, kit test and hepatitis test were also done in which two positive cases of hepatitis B were detected.

Earlier, the PHC Pakoti under Dr. Kapu Sopin has already conducted such medical camp at Tallang, Weshi, Richa, Kamsha, Hampingda, Loffa and Pakoti.

On the occasion, Dr. Kapu Sopin, MS briefed about world population Day.

Dr. T Tagia, Senior Dental Surgeon briefed on dental health and hygiene.

Dr. J. Tana, MD, Paediatric while giving deliberation on child health and its preventive measures advised the people to maintained cleanliness to do away with most of the diseases.

Dr. S. K. Sumon, SMO gave practical demonstrations on family planning methods, Kamtar Sangyu, ASM appealed for establishment of health Sub-Centre at Mabua and informed that building for the same has been already constructed under MLAADs. DIPRO

 

 

Rallies taken out at Tawang and Miao against attack on Mahabodhi Temple

TAWANG, Jul 12: “It was not an attack on Buddhist heritage but on an international Heritage site... We love peace...Stop terrorism...” these were some slogans shouted aloud at the peace rally yesterday organized by the public of Tawang to condemn the recent terror attacks at Mahabodhi Temple Bodhgaya. The rally coordinated by Tawang Monastery and the public leaders of the district  also brought awareness to people that violence and terrorism  has no place in the society. People of the peace loving district of Tawang came up united to say: Enough is enough! Stop terror attacks! Let us live in true freedom!

The peace rally began from Chamleng, Tawang Monastery, with a short prayer invoking God's blessings on all and it was flagged off by Local MLA cum Parliamentary Secretary Art & Culture Tsewang Dhondup and Zilla Parishad Chairperson Jambey Tsering.

Dhondup requested the people to send out a message to eradicate the darkness that prevails in our society. He urged the masses to raise their voices peacefully to demonstrate their disapproval of the evil that has been done to the religious site at Bodhgaya.

Zilla Parishad Chairperson in his inspiring speech, said, if the good people keep quiet against the evil that is imposed on others, then the evil people will continue to do evil in society. We need to raise our voices and fight against all the injustice...

Around eight thousand people consisting of Monks, Nuns, Public leaders, Officers, NGOs, Elders, Students and people from different walks of life came up together for the peace rally. The rally finally culminated at Dungyur Mani, Old Market Tawang wherein the Memorandum signed by various religious heads of monasteries and elected Public representatives of the district was handed over to the MLA Tawang to be submitted to the Prime Minister of India. The memorandum specifies that the Buddhist Community always propagates peace and tranquility to prevail on the earth. It also appeals to the central government to ensure better and strong security at religious sites such as Mahabodhi Temple Bodhgaya. DIPRO

Pisi Zauing adds from Maio:  In protest against the inhuman attack in the premise of Mahabodhi Temple at Bodhgaya in Bihar on July 7 morning, thousands of Buddhist followers of Miao Administrative Sub-Division under the aegis of Arunachal Bhikkhu Sangha carried out a mass protest rally yesterday. Old and young, men and women from Singpho, Tikhak, Ronrang, Tibetan, Chakma, Khampti, Barua and other Buddhist communities with banners, placards and Buddhist flags registered their protest peacefully at Miao Township. “We don’t believe in violence, we believe in secularism” reads the banner.

After the rally was peacefully and successfully culminated, a memorandum was submitted to Additional Deputy Commissioner Tayom Mara by Arunachal Bhikkhu Sangha President Rev. Narindra Bhikkhu stating that the entire Buddhist followers of Arunachal are immensely shocked and hurt by the inhuman attack as the act was contrary to their believe in the principle of religious harmony, secularism and non-violence. The memorandum further states that Buddhism or its followers have never been involved in any instance of hurting any section of society or religious groups in the history of the country and that the principle of Buddhism is visibly imprinted in the constitutional framework of the country. The memo urged the state government and the local administration to protect every religious places and believers in the state.

Replying to the memorandum and voices of protest that shook the entire township, ADC Tayom Mara assured to make sure that their sentiments and voices are heard by the state government. He however appealed every Buddhist in the sub-division to maintain peace and tranquillity.

While strongly condemning the serial blasts at Bodhgaya, the epitome of Buddhist believe and philosophy, President ABS Rev. Narindra Bhikkhu expressed hope that the Government of India will be in a position to cleanse the blot inflicted upon the principle of secularism enshrined in the constitution.

General Secretary Arunachal Youth Congress and National Office Bearer (Probationary) Ms. Pinna Kitnal Singpho said the blessing of Lord Buddha helped avoid any casualty in the well planned attack by the perpetrators of terror on July 7 though two monks were unfortunately injured. While terming it as cowardice act, she said Arunachal Youth Congress affirm solidarity with every Buddhist in the state.

 

 

Foundation Training Programme on Panchayati Raj system

AALO, Jul 12: SIRD Arunachal Pradesh is conducting series of training on Panchayati Raj System at Gumin Kinn Aalo and Kamba West Siang District from July 9-18  with an objective to provide awareness on PR system to newly elected PR members.

The first training programme started from the 4-Pubu Yombu Anchal Samiti of Aalo West Constituency. The Member Secretaries of Anchal Samities officers and officials including Panchayat leaders participated.

West Siang district Deputy Commissioner M K Sahoo inaugurated the training on at Gumin Kinn Aalo on July 9 last.

In his inaugural speech he congratulated all the newly elected panchayat members. He clearly spelled out that the administration alone cannot  function without the cooperation from the Panchayat. Their coordination in every aspect is important. The Panchayat have been asked to work cooperatively and burry all the differences that might have erupted during Panchayat election. The Panchayat should set a priority and  start implementing the entire flagship programme.

Chairperson, Zilla Parishad, West Siang Yaman Bagra appreciated the efforts of  the SIRD for conducting doorstep training to the PRIs members.

She urged all the participating PR members to take full benefit of the training. Zilla Parishad Member, Pubu Yombu stressed for devolution of 3 Fs by the state government. He lamented about excess of wine licence issued in the district rather than having very good numbers of bookshops in the district.  Anchal Samiti Chairperson of Pubu Yombu Kirli Loyi urged the Deputy Commissioner to extend all possible helps to PRIs towards empowering.

Delegation of more powers as per provision may be extended, he said.

Additional Deputy Commissioner cum DPDO West Siang Moki Loyi also spoke on the occasions. More exposure visits to PRIs will lead to success in their career. Member Secretary Pubu Yombu Anchal Samiti Tunge Loya also dwelt on proper management of their own affairs in implementing of various schemes.

Dr Kirto Loyi, Deputy Director, SIRD and Course Director gave the brief introduction of this programme and highlighted the main content to be covered during the 3 days programme.

The important issues and various aspects to be covered includes Salient Features of 73rd Constitution Ammendment Act, 1992 & Arunachal Pradesh Panchayati Raj Act 1997; Decentralized Planning with special emphasis on Village Level Planning; Concept, Constitution and Functions of Gram Sabha and Three Tiers of Panchayati Raj i.e Gram Panchayat, Anchal Samiti & Zilla Parishad; Overview on Major Rural Development Programmes; Maintenance of Records and Accounts by PRIs; Social audit and use of RTI; 13th Finance Commission Grant and developing a training design by them as an ultimate objective of this course.

Awareness campaign cum training programme

AALO, Jul 12: Awareness campaign cum training programme on Rodent Control and  management for the extension functionaries of West Siang District was conducted at DAOs Office, Aalo recently.

Altogether 50 extension functionaries SDAO, ADOs, AFAs, BTMs and SMSs from all the circle and blocks of the district attended the training programme.

The training programme was organized to thrust upon the extension functionaries to keep close vigilance of pest incidence in the field crop and also to keep in preparedness to combat any eventuality of crop losses due to Rodent and other pest incidence.

Incidence of sporadic bamboo flowering from various quarters are reported which would triggers the rodent population after the bamboo flowering and which will cause huge losses in field crop especially in rice.

Jumdo Jini, ADO dwelt in detail regarding Rodent Control & Management, to tackle alarming rodent menace in the event of Bamboo flowering, he imparted training about the methods and procedure to determine Rodent population, survey and surveillance and monitoring of pest in field crop.

K. Riram, DAO Aalo directed all the extension functionaries to remain present in their respective place of posting and advocates for rendering maximum extension support to the farmers.

He also emphasized all officers and officials of the department to submit timely reports of crop disease & pest incidence from their location and ask them for timely realization of Govt. subsidy against farm inputs and implements.

Ering pays whirlwind tour to Tirap and Longding

KHONSA, Jul 12: Union Minister of State for Minority Affairs Ninong  Ering paid a whirlwind  official tour to Tirap and Longding districts on July 11 and 12.

While addressing the HoDs at the Circuit House, Khonsa on yesterday, Ering lauded the HoDs for staying in their stations and performing their duties sincerely. He told the participants that a number of centrally-sponsored schemes were being implemented in Tirap district which would benefit the local people immensely adding that the state and the central governments were alive to the problems of the district and that special care was taken for all round development of Tirap district. The Minister said that being the Minister for the whole country he had to take care of all the states and asked the departments to work in an integrated and co-ordinated manner for the success of the schemes. He told the gathering that some new schemes had been approved under his Ministry for Tirap, Changlang and Longding districts which would be implemented in a phased manner.

Parliamentary Secretary Yumsen Matey said after Ering took over the charges of Minority Affairs Ministry as State Minister, the funding had improved and asked the executing agencies to utilize the funds judiciously.

Matey told the HoDs that the state government had sanctioned opium rehabilitation centers for Tirap, Changlang and Longding. He appreciated the HoDs working in Tirap district for their dedication and sincerity and urged them to work with the same spirit.

Earlier, Tirap Deputy Commissioner Kamlesh Kumar Joshi said the purpose of the brief meeting was to acquaint the visiting Minister on the schemes being implemented by various departments in the district adding that there were many beneficial schemes under Minority Affairs Ministry and told the Minister that his officers were leaving no stone unturned to ensure that all the government schemes were implemented successfully. The DC asked the HoDs to interact openly with the Minister and discuss their problems if any without any hesitation.

Later the Minister met the newly elected ZPMs and other public leaders. He also inspected the newly constructed boys’ and girls’ hostel at Khonsa. The meeting was attended by Tirap SP, ADC and HoDs.

World Population Day 2013: The Call of the UN for Adolescent Rights of Girls

This year the United Nations’ theme on the World Population Day is “Adolescent Rights of the Girls”. The World Population Day is one of the most important annual events, observed on July 11 every year, which seeks to raise awareness of global population issues. The event was established by the Governing Council of the United Nations Development Programme in 1989. It was inspired by the public interest in Five Billion Day on July 11, 1999 approximately the date on which the world's population reached five billion people.

As the world population edged to 5 billion people in 2011 (up from 2.5 billion in 1950) and during the end of the same year it had reached 7 billion, it has had profound implications for development. A world of 7 billion is both a challenge and an opportunity with implications on sustainability, urbanization, education, access to health services and youth empowerment.

In 1989, in its decision 89/46, the Governing Council of the United Nations Development Programme recommended that, in order to focus attention on the urgency and importance of population issues in the context of overall development plans and programmes and the need to find solutions for these issues, 11th July should be observed by the international community as World Population Day.

About 16 million girls under age 18 give birth each year. Another 3.2 million undergo unsafe abortions. The vast majority – 90 per cent -- of the pregnant adolescents in the developing world are married. But for far too many of these girls, pregnancy has little to do with informed choice. Often it is a consequence of discrimination, rights violations (including child marriage), inadequate education or sexual coercion. Hence, on 2013 World Population Day, the UN raise awareness of the issue of adolescent pregnancy in the hopes of delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled.

There are over 600 million girls in the world today, more than 500 million of them in developing countries. They are shaping humanity’s present and future. The opportunities and choices girls have during adolescence will enable them to begin adulthood as empowered, active citizens. With the right skills and opportunities, they can invest in themselves, in their families and their communities. However, pregnancy jeopardizes the rights, health, education and potential of far too many adolescent girls, robbing them of a better future.

About 16 million girls aged 15-19 give birth each year, and complications from pregnancy and child birth are the leading cause of death among girls in this age group, especially in developing countries. Adolescent pregnancy is not just a health issue; it is a development issue too. It is deeply rooted in poverty, gender inequality, violence, child and forced marriage, power imbalances between adolescent girls and their male partners, lack of education, and the failure of systems and institutions to protect their rights. To bring these issues to global attention, this year’s World Population Day is focusing on adolescent pregnancy.

Breaking the cycle of adolescent pregnancy requires commitment from nations, communities and individuals in both developed and developing countries to invest in adolescent girls. Governments should enact and enforce national laws that raise the age of marriage to 18 and should promote community-based efforts that support girls’ rights and prevent child marriage and its consequences.

Adolescents and youth must be provided with age-appropriate comprehensive sexuality education to develop the knowledge and skills they need to protect their health throughout their lives. However, education and information are not enough. Good quality reproductive health services must also be readily available in order for adolescents to make informed choices and be healthy. At the local level, communities should provide the infrastructure to deliver reproductive health care in a youth-friendly and sensitive way. Stop embarrassing us

Dear Editor,

Through your esteemed daily I would like to draw attention of the problems being face by the Nyishi denizens especially the government servant those serving in two districts of Tawang and West Kameng. In these two districts scores of Nyishi people from different parts of the state are serving in different departments in both state and central governments are facing embarrassment because of the attitude facing from local denizens, officers and official colleagues of these two districts. Some people from East Kameng and Capital complex use to come and address themselves as leaders of any union or association and forcefully demand money in the name of Chai-Pani or travel expenses to the officers and officials of many department and even sometimes the situation becomes so dangerous that they put gun on the head of the officers or officials for such small altercation. We don’t know exactly whether they are really a Nyishi or any others but they address themselves as Nyishi. Such nature of union or association leaders has deteriorated the image of Nyishi tribe in these two districts. Nyishi is actually known for their innocence and straight forwardness nature. Such activities of some dirty minded people have created bad image toward the Nyishi community of which I belong to and we the innocent people who are serving their duties in different departments are the victims of great embarrassment in many places like public meetings or official meetings and sometimes the situation become so worst that we are ashamed to address ourself as Nyishi. So I on behalf of the Nyishi peoples serving at these two districts of Tawamg and West Kameng request all the self style leaders of all union and association to stop embarrassing us and if you do again then do it by your own name and own risk please don’t do it in the name of Nyishi tag. Because of your act of using Nyishi tag we are facing great embarrassment and the name of Nyishi tribe is getting spoiled for no reasons.

Strict punishment should be given to accused in Rina case

Dear Editor,

The accused of Tongam Rina shooting case deserve strictest punishment under the given law. The acts that have done on 15th July 2012, in an open day have traumatized many peace lovers of this tribal land. Every morning the incident of July 15 wishes us in big and red letter below the front page of The Arunachal Times. The culprit have taken away the peace and love of Rina's family and put them under agony and frustration for 360 days. We will warmly welcome the decision of the court giving death penalty or life imprisonment to the culprits so that it will remain a lesson for others.

The law and order situation is deteriorating in the state especially in capital complex. Nowadays the people in Capital Complex are living in fear and hopeless situation. No peaceful sleep at night and uneasy life in the day. There is no need to explain the cause of this as we clearly knew it. Rape of minor girls in Bhalukpong, Yazali, Lohit etc. Murder at Legi complex, Ziro. Aalo etc. Looting, drugs, extortion, prostitution, etc, are becoming a common trend in our lawless state. The State welcomes many outside criminals and they rule the state in the underground world. Where do the young men of age below 25 years gets the illegal arms and ammunition for extortion and looting? Because there is a nexus of underground operating in the state such things are possible. Outsiders feel comfortable to commit crimes in the state as the law is very flexible as we all are witnessing in the Rina's Case.

The present State Government who overthrows their colleague to give better justice and prosperity has totally failed. As many organizers and individuals cried for the creation of state Home Minister, the Chief Minister turned deaf ear. The Chief Minister kept it for his own political benefit. Many died looted, raped, shot and murdered shedding their blood in the open day due to lack of security.

As our state is young and so we are. Therefore there are many lessons to learn by both the government and the citizens to cope up with this complex modern world. We hope to see Arunachal in the list of peaceful, prosperity and developed state not in the list of state with maximum numbers of rape, murder and corruption case.

Govt faces PRC dilemma

Dear Editor,

Permanent Resident Certificate (PRC) literally and indisputably is a certification that the subject is a native or a resident of specifically mention place or locality permanently. Term 'Permanent' decisively states that the PRC holder 'is' or 'will reside permanently. One must produce a Schedule Tribe Certificate (S/T) before obtaining a PRC procedurally. So, is the Government contemplating to gift S/T status to non-APST too?

Being accustomed to the shrewdness of the politicians, the politics of distracting the gullible public from embarrassing issues cannot be brush aside. Anticipating exposure of more serious in nature likely to be following, the controversial PRC issue might have been fetched strategically from the cold storage and revived knowing well the stormy response it will receive, thus once convincingly tested attention divergent during the period when the (now deviously shelved?) infamous PDS scam probe was cruising full throttle. It will be too naive to believe that the haste with which the last PRC issue was dumped abruptly by the then obdurate government was solely due to public disparage and pressure by various organizations. Backtracking eventually proved costly and metamorphosed to the bold and brazen uprising by non -APST, bringing the law and order to standstill. Instead of constituting 'Joint High Power Committee'(JHPC) for cause, that too, not in the interest of indigenous populace, the government need to look into much more grave issues of concern like paralyzed law and order, economic mess, embezzlement, nepotism or corruption charges involving high profile people which often are catalytic in upsetting the peaceful social fabric concordance. On this particular PRC issue the government is pathetically in a state of hotchpotch and caught between the Devil and the Deep Sea. Go ahead, stormy protests awaits. If backtrack, the unforced error may engender the repetition of the dreaded uprising with more serious consequential blows.

Undeniably the generous but sly move, working as a veil to hide the government's core intent momentarily, being a harbinger announcing another policy misadventure cannot be overlooked too. It is high time some damage control measures are considered to cleanse the scam ridden and tainted image before capering into the arena of ensuing assembly election. The success of recently concluded Panchayat and Municipal election cannot be taken as a scale to measure the popularity of the (INC) government. In context to Arunachal politics, one generally wins not because of one's popularity or favoring a particular political party, but, because of contestant's affiliation to the party that is in power or ruling party, commonly tagged.

Now one only has to wait and figure out why a crafty government is too eager to bang its own toe with an over sized spade by resurrecting the cold PRC monster repeatedly. Or is it an adroit and calculative political stir to blur the disapproving and piercing public gaze on its innumerable omissions, commissions and failures?

Save children’s lives

Practicing exclusive breastfeeding for the first six months of a child's life and complementing that with soft foods after could prevent 210,000 Indian children from dying each year, said NGO Save the Children, advocates for child rights and protection.

In its latest report, 'Superfood for Babies: How overcoming the barriers to breastfeeding will save children's lives,' the aid agency says one-in-eight of the young lives lost each year could be prevented through breastfeeding. Globally, that means 830,000 more children could survive to celebrate their fifth birthday.

The report also revealed that 22 per cent of all newborn deaths can be prevented if infants were breastfed within the first hour. Despite government claiming that 70 per cent deliveries are institutional, across the country, just 40 per cent of babies are given colostrum, the first milk produced by a mother that is full of vital antibodies that strengthen a baby's immune system.

India scores low on policy and programme on breastfeeding as shown in the World Breastfeeding Trends Initiative report.

The report highlights that those infants who are not breastfed are 15 times more likely to die from pneumonia and 11 times more likely to die of diarrhoea than those who are exclusively breastfed for the first six months of life.
