‘No postal charge for Uttarakhand relief items’
ITANAGAR, Jul 12: The Director Postal Service Itanagar today announced that no postal service fees will be charged for relief materials such as clothes, blanket, medicines etc if any one wishes to send it by postal service to contribute the victims of Uttarakhand floods.
In a release it said that the packet should be marked on the top as “relief material for Uttrakhand” addressed to the senior postmaster, Dehradun GPO. However the department further made it clear that the packet should not be weighing up more than 35 kilogram.

ASSU alleges collection of hefty fees from students

Besides Tongam, German journalists Jörg Armbruster, correspondent of the German broadcast station ARD for the Near and Middle East until 2012, Martin Durm, radio reporter of the German broadcast station SWR and Brigitte Alfter and Ides Debruyne from Denmark and Belgium have been chosen for this prestigious award.
Brigitte Alfter and Ides Debruyne are the initiators of the ‘European Fund for Investigative Journalism’.
Instituted in 2001, the award carries prize of 30.000 Euros. The award will personally be presented to the laureates on October 8, 2013 in Leipzig.
The Media Foundation awards the Prize to the winner of the “Freedom and Future of the Media” to journalists, publishers and institutions, who show a strong personal commitment to the freedom and future of the media, informed Stephan Seeger, managing director of the Media Foundation.
The prize is also intended to keep alive the memory of the Peaceful Revolution of October 9, 1989 in Leipzig, when protesters demanded “a free press for a free country,” he added.
Tongam Rina was critically injured in an assassination attempt on July 15 last year. It is believed that the attempted murder was connected to her journalistic work.
As an Associate Editor, she reports about corruptions within local authorities in connection with distribution of food, the questionable construction of dams, environmental scandals and the situation of Indian women.
Currently, Tongam is a guest of the “Hamburger Stiftung für politisch Verfolgte” (Hamburg Foundation for Politically Persecuted People). Her steadfastness nature made her role model for young journalists in Arunachal Pradesh as well as India.

Accused reacts to police statement
ITANAGAR, Jul 12: Achung Yumlam, one of the accused in Tongam Rina shooting case, has vehemently denied his involvement in the infamous attempt to murder case.
Reacting to the press release issued by Capital SP accusing Yumlam as the mastermind of the shooting incident, which was published in media on July 11, Achung Yumlam, in a release, today said that he was never involved in Tongam Rina shooting case.
“I feel like concern authority of state is chasing me and humiliating me in public for second consecutive time in this matter, by lightly taking my name and making public show of me in every local daily. In the sands of time, everything will be washed away but the wound I got these days will never heal,” the release said.
Yumlam further said “Time and again I am stating here that, I have never been involved
in the Tongam Rina shooting case nor I am conspirator or master mind behind it, neither
I know all the three accused persons. If I am accused for all this very perplexed
excuse reasons, then I have no option, except resorting myself to Amnesty International
for my mental and physical integrity, for freedom of my conscience and expression
as well for my indigenous rights.” He further believes that all the officers, youths,
elders, media persons, leaders and ministers can’t be easily manipulated, only some

Dambuk people plead for solution to communication woes

ROING, Jul 12: Come monsoon and Dambuk block in Lower Dibang Valley faces problems galore. The entire block gets cut off from the rest of the world during monsoon season and its two way link to the outside world – Dibang Ghat and Sissiri Ghat is hard to cross.
This problem has persisted ever year, and all effort to minimize the hardship of local commuters has proved as only minor relief.
The Dambuk plain is a land drained by numerous rivers and streams with river crossing at every 5 km. The major rivers that flow in this narrow strip of 20 km length of land are Sissiri, Dibang and Sirang.
However, locals here have not stopped making efforts and are persistent in finding solutions. In its first meeting of Dambuk Anchal Samity, after being elected last May discussed extensively on communication woes of the block.
The meeting held under chairmanship of Tokbom Saring, Anchal Chairperson, Dambuk Anchal demanded for enabling ferry crossing in Dibang and Sissiri ghat.
It held that such ferry crossing should be free without levying charges on passengers. Therefore, it appealed NHPC Ltd and Navayug Engineering for redressal by engaging skilled boat operator to operate in Dibang ghat.
The block headquarter Dambuk is located 45 km away from the district headquarters Roing. It has additional one circle headquarter at Paglam at distance of 105 km from Roing.
To reach Dambuk, a person has to cross Dibang river on a private ferry, which the local panchayat feel has huge toll on local economy. The situation becomes all difficult for poor people who are unable to bear the fare charges wanting to travel to Roing for medical and official purposes.
The alternate route for Dambuk people is way to Pasighat. This route has to cross Sissiri river. Earlier, under initiative from former Dambuk MLA, this river crossing was enabled through Elephant ride free of cost. But this transport mode has to be closed down because of shortage of funds.
In a memorandum submitted to Mukut Mithi, Rajya Sabha MP, the Dambuk Anchal Samity appealed for allotting funds to restart free ride for passengers in Sissiri ghat. Additional funds were also requested for Sissiri river crossing between Bomjir and Bijari to enable free ride.
The funds were also sought from MPLAD for repair of outdated log bridges for PWD road between Bijari to Loklung and for construction of embankment for Sirang river for protection Dambuk township.

TAWANG, Jul 12: “It was not an attack on Buddhist heritage but on an international Heritage site... In his inaugural speech he congratulated all the newly elected panchayat members. He clearly spelled out that the administration alone cannot function without the cooperation from the Panchayat. Their coordination in every aspect is important. The Panchayat have been asked to work cooperatively and burry all the differences that might have erupted during Panchayat election. The Panchayat should set a priority and start implementing the entire flagship programme.
Chairperson, Zilla Parishad, West Siang Yaman Bagra appreciated the efforts of the SIRD for conducting doorstep training to the PRIs members.
She urged all the participating PR members to take full benefit of the training. Zilla Parishad Member, Pubu Yombu stressed for devolution of 3 Fs by the state government. He lamented about excess of wine licence issued in the district rather than having very good numbers of bookshops in the district. Awareness campaign cum training programme
AALO, Jul 12: Awareness campaign cum training programme on Rodent Control and management for the extension functionaries of West Siang District was conducted at DAOs Office, Aalo recently.
Altogether 50 extension functionaries SDAO, ADOs, AFAs, BTMs and SMSs from all the circle and blocks of the district attended the training programme.
The training programme was organized to thrust upon the extension functionaries to keep close vigilance of pest incidence in the field crop and also to keep in preparedness to combat any eventuality of crop losses due to Rodent and other pest incidence.
Incidence of sporadic bamboo flowering from various quarters are reported which would triggers the rodent population after the bamboo flowering and which will cause huge losses in field crop especially in rice.
Jumdo Jini, ADO dwelt in detail regarding Rodent Control & Management, to tackle alarming rodent menace in the event of Bamboo flowering, he imparted training about the methods and procedure to determine Rodent population, survey and surveillance and monitoring of pest in field crop.
K. Riram, DAO Aalo directed all the extension functionaries to remain present in their respective place of posting and advocates for rendering maximum extension support to the farmers.
He also emphasized all officers and officials of the department to submit timely reports of crop disease & pest incidence from their location and ask them for timely realization of Govt. subsidy against farm inputs and implements.

Parliamentary Secretary Yumsen Matey said after Ering took over the charges of Minority Affairs Ministry as State Minister, the funding had improved and asked the executing agencies to utilize the funds judiciously.
Matey told the HoDs that the state government had sanctioned opium rehabilitation centers for Tirap, Changlang and Longding. He appreciated the HoDs working in Tirap district for their dedication and sincerity and urged them to work with the same spirit.
Earlier, Tirap Deputy Commissioner Kamlesh Kumar Joshi said the purpose of the brief meeting was to acquaint the visiting Minister on the schemes being implemented by various departments in the district adding that there were many beneficial schemes under Minority Affairs Ministry and told the Minister that his officers were leaving no stone unturned to ensure that all the government schemes were implemented successfully. The DC asked the HoDs to interact openly with the Minister and discuss their problems if any without any hesitation.
Later the Minister met the newly elected ZPMs and other public leaders. He also inspected the newly constructed boys’ and girls’ hostel at Khonsa. The meeting was attended by Tirap SP, ADC and HoDs.

World Population Day 2013: The Call of the UN for Adolescent Rights of Girls

This year the United Nations’ theme on the World Population Day is “Adolescent Rights of the Girls”. The World Population Day is one of the most important annual events, observed on July 11 every year, which seeks to raise awareness of global population issues. The event was established by the Governing Council of the United Nations Development Programme in 1989. It was inspired by the public interest in Five Billion Day on July 11, 1999 approximately the date on which the world's population reached five billion people.
As the world population edged to 5 billion people in 2011 (up from 2.5 billion in 1950) and during the end of the same year it had reached 7 billion, it has had profound implications for development. A world of 7 billion is both a challenge and an opportunity with implications on sustainability, urbanization, education, access to health services and youth empowerment.
In 1989, in its decision 89/46, the Governing Council of the United Nations Development Programme recommended that, in order to focus attention on the urgency and importance of population issues in the context of overall development plans and programmes and the need to find solutions for these issues, 11th July should be observed by the international community as World Population Day.

Through your esteemed daily I would like to draw attention of the problems being
face by the Nyishi denizens especially the government servant those serving in two
districts of Tawang and West Kameng. In these two districts scores of Nyishi people
from different parts of the state are serving in different departments in both state
and central governments are facing embarrassment because of the attitude facing from
local denizens, officers and official colleagues of these two districts. Some people

Strict punishment should be given to accused in Rina case
Dear Editor,
The accused of Tongam Rina shooting case deserve strictest punishment under the given law. The acts that have done on 15th July 2012, in an open day have traumatized many peace lovers of this tribal land. Every morning the incident of July 15 wishes us in big and red letter below the front page of The Arunachal Times. The culprit have taken away the peace and love of Rina's family and put them under agony and frustration for 360 days. We will warmly welcome the decision of the court giving death penalty or life imprisonment to the culprits so that it will remain a lesson for others.
The law and order situation is deteriorating in the state especially in capital complex. Nowadays the people in Capital Complex are living in fear and hopeless situation. No peaceful sleep at night and uneasy life in the day. There is no need to explain the cause of this as we clearly knew it. Rape of minor girls in Bhalukpong, Yazali, Lohit etc. Murder at Legi complex, Ziro. Aalo etc. Looting, drugs, extortion, prostitution, etc, are becoming a common trend in our lawless state. The State welcomes many outside criminals and they rule the state in the underground world. Where do the young men of age below 25 years gets the illegal arms and ammunition for extortion and looting? Because there is a nexus of underground operating in the state such things are possible. Outsiders feel comfortable to commit crimes in the state as the law is very flexible as we all are witnessing in the Rina's Case.
The present State Government who overthrows their colleague to give better justice and prosperity has totally failed. As many organizers and individuals cried for the creation of state Home Minister, the Chief Minister turned deaf ear. The Chief Minister kept it for his own political benefit. Many died looted, raped, shot and murdered shedding their blood in the open day due to lack of security.
As our state is young and so we are. Therefore there are many lessons to learn by both the government and the citizens to cope up with this complex modern world. We hope to see Arunachal in the list of peaceful, prosperity and developed state not in the list of state with maximum numbers of rape, murder and corruption case.

Govt faces PRC dilemma

Permanent Resident Certificate (PRC) literally and indisputably is a certification
that the subject is a native or a resident of specifically mention place or locality
permanently. Term 'Permanent' decisively states that the PRC holder 'is' or 'will
reside permanently. One must produce a Schedule Tribe Certificate (S/T) before obtaining

Undeniably the generous but sly move, working as a veil to hide the government's core intent momentarily, being a harbinger announcing another policy misadventure cannot be overlooked too. It is high time some damage control measures are considered to cleanse the scam ridden and tainted image before capering into the arena of ensuing assembly election. The success of recently concluded Panchayat and Municipal election cannot be taken as a scale to measure the popularity of the (INC) government. In context to Arunachal politics, one generally wins not because of one's popularity or favoring a particular political party, but, because of contestant's affiliation to the party that is in power or ruling party, commonly tagged.
Now one only has to wait and figure out why a crafty government is too eager to bang its own toe with an over sized spade by resurrecting the cold PRC monster repeatedly. Or is it an adroit and calculative political stir to blur the disapproving and piercing public gaze on its innumerable omissions, commissions and failures?

Save children’s lives
Practicing exclusive breastfeeding for the first six months of a child's life and complementing that with soft foods after could prevent 210,000 Indian children from dying each year, said NGO Save the Children, advocates for child rights and protection.
In its latest report, 'Superfood for Babies: How overcoming the barriers to breastfeeding
will save children's lives,' the aid agency says one-
The report also revealed that 22 per cent of all newborn deaths can be prevented if infants were breastfed within the first hour. Despite government claiming that 70 per cent deliveries are institutional, across the country, just 40 per cent of babies are given colostrum, the first milk produced by a mother that is full of vital antibodies that strengthen a baby's immune system.
India scores low on policy and programme on breastfeeding as shown in the World Breastfeeding Trends Initiative report.
The report highlights that those infants who are not breastfed are 15 times more likely to die from pneumonia and 11 times more likely to die of diarrhoea than those who are exclusively breastfed for the first six months of life.
